Shirley works on a broad range of tax-exempt issues, with particular emphasis on the rules to which public charities and private foundations are subject, corporate philanthropy, international grantmaking, donor-advised funds, fundraising and charitable solicitation laws, and non-profit and for-profit tandem affiliations.  In addition to her experience as an attorney, Shirley brings years of practical experience working at nonprofit organizations and community foundations.
